MSMS IBEDC: Pay ₦97,825+ for a MAP Meter or Wait for a Free One?
Only one of the four portals on msms.ibedc.com lets customers register. Here's what a MAP meter costs since 9 September 2026, and when it makes more sense to wait for a free MAF or DISREP meter.

Should you pay for an IBEDC meter now or wait for a free one? If you're on Band C to E, need three-phase supply, or can't take one more estimated bill, register on the MAP portal of MSMS IBEDC (msms.ibedc.com) and pay. If you're unmetered on Band A or B and can live with an open-ended wait, hold on. The free meters target you first. Nobody applies.
What MSMS IBEDC is, and the one button that's yours
MSMS is IBEDC's Meter & Seal Management System. Its login page has four buttons: Meter Asset Provider (MAP), Rollout Portal, DISREP Portal and MAF 2 Portal. Three of them lead nowhere for a customer. Rollout, DISREP and MAF 2 each open a bare login box with no sign-up link, so they look like logins for staff or installers.
MAP is different. Two links matter.
Under "Do you have a MAP ID?" sits a link to see your status, and under "Do you want to Register?" sits the link that starts a new application. Skip the staff login box below both.
Three kinds of IBEDC customer, three different moves
Estimated billing is a special kind of frustration. A bill lands, the figure looks too high for a house that barely had light, and there's no meter reading to argue with. Your band decides most of it, and finding it takes a minute. To check which IBEDC band your feeder is on, type in your prepaid meter number or your postpaid account number, the one on your bill with slashes and a dash. Back come your band, from A to E, your feeder, the daily hours of supply that band promises and the tariff you pay for every kWh.
Say your home has no meter, sits on a Band A feeder and pays estimated bills every month. Wait for MAF. Tranche B of the Meter Acquisition Fund is putting in 33,450 free smart meters, and unmetered Band A customers are at the front of that queue. You don't fill a form, register or visit any IBEDC office to get one, so ignore anyone who says you must pay to get your name on a list. Owing IBEDC money won't knock you out. Old arrears go through its debt settlement policy.
Band B, or Band A with time to spare? DISREP may reach you.
Phase 1 of the Distribution Sector Recovery Program covers 22,104 meters, with Band A and Band B customers first in line, and both the meter and the installation cost nothing. Keep paying. Watch for installers. Whichever free scheme turns up, ask the installers for valid ID before you open the gate, then let them in. NERC's rules let IBEDC disconnect a customer who refuses installers access, so turning them away to make a point will cost you far more than it saves.
Now the third reader: Band C to E, a three-phase house, or simply out of patience. Pay through MAP.
Neither free scheme puts you first. And a three-phase home needs a three-phase meter anyway. Here's the route:
- Register at msms.ibedc.com/map, or fill a MAP request form at your nearest IBEDC business hub.
- Keep the MAP ID you receive.
- Wait for IBEDC to evaluate your premises.
- Pay when an SMS tells you to.
- Expect the meter within 10 working days of payment.
There's no application or processing fee. You pay the meter price, VAT included. Nothing else.
What a MAP meter costs since 9 September 2026
New approved MAP prices took effect on 9 September 2026. Thirteen vendors supply the meters, and your price depends on which vendor you get and on the meter type, anything from a DIN-rail unit to a GSM or RF smart meter.

Every naira you pay for a MAP meter returns as energy credit over 36 months, which is all the last column shows. To work out your IBEDC MAP refund on the exact meter you're offered, run its price through the calculator before you hand over a single naira. Prices move, though. IBEDC resets them every month through a competitive bid, and meters are subject to availability, so open ibedc.com/new_metering again on the day you pay.
What tips it: your band, and how long you can stand estimated bills
For an unmetered Band A home, the maths hurts. Pay for MAP and you may be buying something MAF or DISREP would have fitted for free. Wait, and those crazy estimated bills keep coming with no end date, because IBEDC publishes no street-by-street schedule for either scheme.
Paying can win. If your bills keep landing well above what your home really uses, paying now ends the guessing, and the money isn't gone, since it comes back as credit across three years. On Band C to E the decision mostly makes itself: the free schemes start with A and B, so MAP is the realistic way to get a meter.
Never pay a staff member, installer or "agent" for a meter. MAP payment goes only through msms.ibedc.com or your regional MAP account, and once you've paid, send the receipt or a screenshot on WhatsApp to 08111842332 so IBEDC can verify it. After installation: loading the first token
A new prepaid meter needs credit before the lights stay on. To buy an IBEDC prepaid token on AidaPay, tap Electricity on Home, pick IBEDC, choose prepaid and type your meter number. Check the name that shows up. Enter the amount, then approve with your PIN.

Purchases run from ₦5,000 to ₦60,000. Cashback is 0.15%, so ₦7.50 comes back on ₦5,000. Your token shows on the receipt and in Transactions, and an SMS copy follows a moment later, which helps when someone else in the house is standing at the meter and you're at work.
